„Es gibt im Moment viel Unsicherheit“, sagt Peggy Liu, die Vorsitzende der Joint US China Collaboration on Clean Energy, einer Nichtregierungsorganisation mit Sitz in Shanghai, die sich für mehr Erneuerbare Energien in China einsetzt. „China ist wie ein Teenager: Man braucht viel Energie, um zu wachsen und weiß nicht, wann man ausgewachsen ist.“ Erst wenn das Land wisse, wie viel Kohlenstoffdioxid es im Zuge der Industrialisierung maximal ausstoße, könne die Regierung eine Deckelung einführen. „Man hat zur Zeit noch nicht die Möglichkeiten, so sehr von der Kohle Abstand zu nehmen, wie man gerne würde“, sagt Liu.

"There is a lot of uncertainty at the moment," said Peggy Liu, Chairperson of the Joint US China Collaboration on Clean Energy, a non-governmental organization based in Shanghai that is committed to more renewable energies in China. "China is like a teenager: you need a lot of energy to grow and do not know when you've grown." Only when the country knows how much carbon dioxide it expels in the course of industrialization can the government introduce a capping. "You do not have the opportunity to take away the coal as much as you would like," says Liu.
